How to set up a person who can generate a recovery code for my Apple ID's password.

I should be able to set up a person with an Apple product as a back up who can generate a recovery code should I forget/lose/screw up my password and lose access to my account. Choices in Privacy and Security include " +" , but I am unable to add a person, only iCloud.

Support pages do not help me with this.


Side issue: If you click that the article was not helpful, the box in which to say why is greyed out. Seems to be an easy way to avoid helping users.
