NVRAM Not Resetting?

Hey there. I've got an M1 14" MacBook Pro on 13.2.1

When I shutdown, turn back on, and hit command+option+p+r it goes through the rest of the startup sequence but doesn't do the NVRAM reset.

If I press the key combination before startup, it doesn't work. If I press the key combination immediately after hitting the power button, it doesn't work.

I don't have any other computer issues - just trying to reset their NVRAM to get an external device to work.

Any ideas?
