Thanks for responding. It only happens when viewing “Next Hour Forecast” map. It happens in both 5G and Wi-Fi. I’ve tried closing the app, restarting the iPhone, and updating. I am using the latest update, and it still is happening.

I have the exact same issue. It's only "Next-hour forecast" that has mostly blank tiles when zoomed in (meaning not seeing the entire country), even during very bad storms where and when I need it (during calm weather and during tornado watches). I've quit and relaunched "Weather," it happens at home on WiFi, on the road over cellular, on friend's WiFi networks, everywhere. I've soft rebooted my phone, and even hard rebooted it. The 12 hour forecast is useless since it's some inaccurate blob-like averaging of the RADAR.
This issue happens on my partner's phone as well which is a different model iPhone. The exact same tiles (even when zooming in and out and tiles change and attempt to redraw are the same!) won't draw for "Next-hour forecast", we've compared our "Weather" apps side by side and it's remarkable how similarly they fail to draw tiles for "Next-hour forecast".
It's ALWAYS right where I am in the USA. I simply cannot see filled in RADAR information filled in for the tile where I am in "Next-hour forecast" when zoomed in so you're not seeing the entire country, at all, ever, not even once since "Weather" replaced Dark Sky.
It's frustrating. No one at the Apple store could help, just perfunctory rote responses and multiple suggestions I "restore" my phone and "I dunno, maybe reboot it," and they witnessed the same problem on THEIR iPhones (turns out not many people even bother to look at or need that type of weather information so maybe this is going under Apple's RADAR...) Just bizarre and 100% broken. Dark Sky worked nearly 100% of the time.
I have spoken with Apple support twice in two days. They have created a case #, sent my screenshots to engineering and them uploaded to file. Senior advisor I talked to thinks it’s a malfunction of the animation feature. Hopefully it will be resolved soon with an update.
I live in the US, 25 minutes away from a NWS weather radar location. Updated on 16.3.1 and have adjusted Location Services from Always On to using the app or widget as suggested in other similar threads. The radar sweep did work when that change was made for a while. Rebooting hasn't addressed the issue.
However here's the rub... To trigger location services only when I enable or interact with the app is an unacceptable fix in a severe weather situation. Is it my understanding that if my phone sits on my night stand while I sleep I won't be able to receive severe weather notifications regarding a tornado headed my way?
Apple needs to escalate this issue and fix it.
Ditto. Super annoying. Seems to be an issue related to how the app (re)draws the map upon zooming in/out. Zooming out to show most of N-America displays a horizontal precip swath correctly, but it makes your location so small as to be rather meaningless. This happens on all of my devices (iMac, iPad(s), macbook, & iPhone). All are up to date in terms of system software. It must be a problem with the app itself rather than some sort of connection issue. It happens on my iMac, which is ethernet-connected (not wifi or cell). So maybe Apple can stop using the boilerplate 'check yer connection' crap. >:-(
