The Red Bubbles or Notification Badges are only visible if there are new notifications in the specific app.

Check if you have a Focus Profile activated. Some Focus profiles, e.g. Do Not Disturb, are by default set to hide notification badges when it is active. Open your Control Center by swiping down from the top right corner. Find the Focus button and tap. If Do Not Disturb (or one of the other profiles) is highlighted, tap to disable.

If you use App Library for your apps and you don't see Notification Badges, go to:

Settings > Home Screen > enable "Show in App Library" in the Notification Badges category.

If you don't see them on your Home Screen either, go to:

Settings > Notifications > tap on the individual apps and check that Badges are activated.
