I had somehow previously found this but thank you for pointing it out.
I am not impressed with the magnitude of the change-- it is still too small but better.
The menu bar in Safari is even worse!
Is there a way to increase that size?
You can change the resolution of the Display to suit your needs:

Display is now perfect - just what I want.
However the Menu/Tool Bar in Safari is too small. Is there a way to change that specifically without affecting all other?
If the options above do not satisfy your needs...
To be proactive you can file a bug report /submit your Apple Feedback here: http://www.apple.com/feedback
This is that I did to "slightly" increase the menu bar size and make text more readable for me:
1 - in System/Appearance settings pane I turned on Dark Mode. That gives me white text against a back background.
2 - in System/Displays I set the screen resolution to one step to the left of the Default setting.
3 - in System/Accessibility/Display is enabled Reduced Motion and Increase Contrast as well as larger Menu bar size and made the pointer larger and easier to see.
4 - for Safari I use the extension Noir from the App store.
For me it's made a whole world of difference.
I had somehow previously found this but thank you for pointing it out.

That is a bit confusing, Old Toad. Could you break it down a bit to be specific to this posting here?
I don't understand how you move from the top/earlier/Display to the next/bottom/Accessibility display?
And definitely agree that Noir improves the situation in Safari!!
