Some ISP do offer such a Block Sender feature.
The User will still need to manually Add the address to have the Spammer so it never reaches your Inbox or Junk Folder in Apple Mail.

To add a sender to the blocked contact list, move your cursor over the sender's email address -- it should become highlighted with a small downward facing 'carat' at the far right.
Click on the carat and and select 'Block Contact.'
Just remember that "blocking" does not really block the email. You can only have it go to trash by setting that feature as others have already noted. Also your email provider may have a junk filter that can be used before it ever arrives to your inbox.
Thank you. I am actually logged into aol.com now and manually reporting spam emails. Hopefully it works, or works better that what I was doing, blocking contact in Mail app and forwarding the spam email to reportphishing@antiphishing.org or reportphishing@apwg.org .... I tried a couple of the aol.com unsubscribe buttons but they came back with mailerdemons.
Log into the Web Portal of your e-mail servers site and root around in there.

William -- thanks. This will move future emails to Trash but does not stop them.
That's right. And these spammy emails keep modifying their from addresses to bypass any block contacts you have already made. Aggravating .....

Spammer are a moving target alway on the move to find new vectors to in in out faces all the time
It is what has become the normal versus the exception
