Family Sharing with Apple ID's in different regions

My spouse and I have Family Sharing enabled with our Apple IDs. My region is set to US (for access to banks, etc.) and my spouse's region is set to Romania (for access to Romania-specific apps).

We found that iTunes/Music purchases, as well as other purchases, are not shareable (since different regions are used). Is there any way around this? Is it possible to use a secondary apple ID for my spouse set to the US region for getting sharing enabled? I'm the primary apple ID that set up family sharing and has the most content to share, if that's relevant. What would be the best course of action?
