If Photos in iCloud is activated, then the photos you see in the Photos app will be those that are synchronized in iCloud. However, there may be a delay if you are not connected to Wi-Fi, for example.
You can check if Photos in iCloud is activated here:
Settings > Apple ID > iCloud > Photos
You can also view your photos online in iCloud here: https://icloud.com
Sign in with your Apple ID and go to Photos. The photos you see there are the ones that ARE in iCloud.
