Installed OS 12.6.3 and now when I load Mail Safari goes to the background and viceversa

While using Safari if I load Mail Safari goes to the background. Also, while using Mail if I load Safari Mail goes to the background. That started happening after updating to 12.6.3

Safari opens a new window despite proper settings in Preferences / Tabs When I click on a link in Mail it opens a new window in Safari, even though I have Safari set to open new pages in tabs. The setting is "Automatic" as it should be. I have changed the setting multiple times and have restarted the Mac multiple times as well and it still doesn't work properly. Duplicated Background Image in Safari The default background images are duplicated. I also can't seem to find the new background images in Safari's background images folder `/Applications/Safari.app/Contents/Resources/Background Images`. Is there any way to reset Safari? I am using Safari version 18.4 on macOS Sequoia 15.4 btw.

This is how all my Macs behave. I think it is normal.
