Updating a phone with Magsafe vs cord?

Setting up a new iPhone 14 Pro. Text messages haven't fully loaded yet and the messages app says, "Plug in to resume uploading" or something of that sort. We were already charging with Magsafe (in an Apple USB-C adapter). As soon as we plugged in with a lightning cable, the text messages resumed downloading.

Outside of downloading/uploading from a desktop/laptop, are there actually times the phones need to be plugged in with a cord rather than just using Magsafe? Or was this just a bug?
