My iPhone's screen has a blue band moving up and down

It appears that the display is failing or has failed. This is a hardware issue. Have your iPhone examined at the Apple Store or at an Authorized Service Center for further diagnosis and a resolution.

Resetting your iPhone to Factory Settings:
