Health App: High and Low Heart Rate Notification alerts not triggered because devices shown as 'None'

I have tried with Apple Watch and Garmin watch to set up high and low heart rate alert notifications but in the Devices section I cannot add nor select any device linked to the Health app. The devices appear for other data capture components eg heart rate, steps etc so this shows that the link between the app and the devices is set up correctly. To me this looks like a bug in the current version of the app and I have a service ticket with Apple to confirm this. I have seen other posts here with the same issue.

I am wishing to use this feature for health reasons (not aFib) so it is quite important to be, and the main reason I bought the Apple Watch.

Notes:

Apple Watch 8 (iOS 9, up to date)

iPhone 8 (iOS 16.3.1, software up to date)

Imagine if it went off immediately after breaking the threshold BPM setting, you could get a high heart rate just because you jogged out to the mailbox. And the number of alerts that athletes would be getting non-stop, wow.


The key reason for the 10 minutes of inactivity is because it's not normal and something that shouldn't happen while you're relaxing on your recliner watching TV.
