How can I update ios13.4 on 5s

The iPhone 5S is not compatible with iOS 13 or higher.

It can not be updated beyond iOS 12.5.7.

You can’t. The iPhone 5S is too old to run newer versions than 12.5.7. And the 5S won’t work as a phone in the US any more, as the 3G networks it requires have all been shut down.
