Is your Apple Account balance disabled?
Is it happens when you use your Apple Account Balance to purchase something from Apple's online store and then you cancel your order?
Is that right?
If so, first find the order you canceled that caused this.
If your Apple Account Balance is disabled, it actually means you have a purchase block.
You need to Call 1-800-MY-APPLE.
