Why can’t you change the plan in the settings? What happens when you try? OK. I just read your last reply.
Try a forced restart and then try to change the plan. See if this link works for you.

The done button does not work...so...
I have no idea why... the done button does not work when i want to downgrade. the apple id is the same as on the bill...
i am not using iphone anymore... just mac. the force shutdown did not help.
Try the forced restart that I suggested. When the phone completely restarts, try again. Never mind then if you’re not using a phone.
Try restarting your Mac. Don’t shut it down, just restart.
Still after restart... the done button not working on downgrade... also I removed all the data from iCloud so that is not the issue either :(
If you previously clicked it successfully, wait until the subscription expires. Otherwise, contact Apple Support as described in the article Limnos linked to.
