Is the Apple charging cube a voltage converter?

Can I use it for non-Apple devices with a USB? For example, I want to charge my portable charger. If I plug it into my cube, will it be safe? Please let me know, thanks!

the ac chargers output 5volt DC and how much current one can draw from them depend on their watt

you should be able to use it safely with all devices with an usb port for charging, though if the device requires more watt than the ac charger then it will not work but it will not harm the charger or the device
