iCloud Keychain won't turn off

Be sure to check for any updates for the device being used, as that'll ensure it has the latest improvements and fixes.
We see the post is tagged as using a Mac, and the steps for updating can be found here, if needed: Update macOS on Mac - Apple Support
Be sure to also check the list of devices that the Apple ID is signed in on, to see if there are any that are no longer in use or owned. If so, you may try removing the Apple ID from them:
- First log in to the Apple ID website: Manage your Apple ID
- Select Devices.
- Locate the devices no longer in use or owned.
- Select the device(s) and click the option to remove it from the account.
- Test the original issue again to see if you're able to turn off iCloud Keychain.
