I have purchased new phone and transferred data to new phone. after I have deleted photos from old phone now its deleted from new phone too. how do I recover back photos? NOTE : I have permanently deleted photos from old phone
is there any way to recover?

Troubleshooting Deleted Photos:
Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(
Four Tactics to Try:
A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support
B. Check iCloud, Directly:
For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos
C. Restore your iPhone from a Backup:
Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

If you have permanently deleted them then I am sorry all are gone. If you have a backup you can recover.
If you have a backup then you can restore from it. Hope you are aware of the restoring process which will wipe out everything on your device with that of the backup.
If you are 100% sure that the backup that you are restoring has the data that you are looking for and are ready to wipe out your current data. Else take a current backup and archive it. Then restore.
