Please check this:

If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

You can try to locate your device

Use the Find My app to locate a missing device or item - Apple Support

And reset your password

If you have forgotten your Apple ID password – Apple Support (UK)

Reset your password at iforgot.apple.com

The individual who stole my iPhone used the iCloud account as main domain account. the individual change the recovery email for it.. change the DOB related to it!!!!!!! Can I still recover the domain email in iCloud account????

I think you need to contact 3rd party service provider to recover your domain/account.
