iPhone Updated To 16.3.1 Without My Permission

Last night 02/20/2023 my iPhone updated the iOS without my permission. In settings, I had "Download iOS Updates" toggled on, "install iOS Updates" toggled off, and "Security Responses & System Files" toggled on. This morning my phone had a message on the Home Screen that indicated my phone had been updated overnight. So my response was to go into the updates section and toggle everything off. I want to decide when the updates will happen and not allow Apple to pretend to believe they have the permission to decide for me. I'm not a fan of this decision by Apple. I always wait a while and check for responses to the updates to see whether the newest update breaks the phone. I didn't have this opportunity since Apple made the decision for me.
