Safari STILL jumping to front on Ventura 13.1

Refreshing a question from user @ejf555 (AGAIN):

"Safari has recently begun frequently stealing focus.  Whatever other window I am in, Safari jumps in steals the show.  This doesn’t seemed to have happened as a result of any major OS change or anything, just started happening.  My MBP is basically unusable as long as I have Safari running.  Any ideas?"

This has begun happening to me, too. No matter what other app I'm using, at random times, Safari will just bring itself to the front, disrupting my workflow. I can't tie it to any specific update, app, or activity. It's just completely random and happens 3-5 times a day, at least. Doesn't seem to matter how many windows, desktops, or websites I have open. Anyone else experiencing this?

@leroydouglas replied to my original thread, asking about hot corners, but those weren't activated.

An example, I'll be working in Photoshop on my 2019 MBP (Ventura 13.1), in the middle of tracing an object, and all of a sudden, a background Safari window will pop up as if I scrolled down to the dock to switch apps or tapped "bring all (Safari) windows to front. Very odd behavior. I should also note I'm not seeing this at all on my older MacPro running Mojave 10.14.6 with version 14.1.2 of Safari.

Appreciate your reply, P.P. --

Yes, I saw that the update came through and applied it last night, and I've never used Stage Manager. Nevertheless, the problem remains. I actually waited to reply to you until after the update was completed and I used my laptop for a little while today. I was mid-sentence on an e-mail when my last-used Safari window popped up in front of it. So odd.

Thanks again, even if the suggestions didn't work.
