There is no option for APFS:
It is a new Rocket Nano V2 2TB external drive.
I can format to HFS+ as seen above, and if I try to convert to APFS:
I am stuck. Any ideas?

Disk Utility>View>Show All Devices you want to erase/format/initialize the 'parent' drive as new
GUID partiton map/ APFS as the file type
