I don't recommend it.
The release date of that device is March 31, 2016. That puts the device at 7 years old. The 12.9" variant using the same hardware is almost 7.5 years old. That is ancient in the world of technology. Purchase date is irrelevant. The likelihood that it is cut off from OS updates in the next year or 2 is extremely high. The price would need to be extremely low.
A brand new 9th gen iPad (the last version with a home button) is $329 and is significantly more powerful and has all the same capabilities. It is slightly larger both physically and in screen size.

There should be no problems with this at all. As long as all iPad software is up to date.
To make sure, go to iPad settings,
General
About
OR
Software Update
If there is software available to download, do it. Then you should be good to go!
Hope this helps.
Although I agree with your overall assessment of the device, it may not matter for ayesho56.
They want to buy the iPad specifically for “GoodNotes” and have the iPad itself last for 2 more years.
Most of my extended family have iPads and iPhones that are technically obsolete, but what they are using them for is more than sufficient.
Would I personally buy a 9.7” iPad from 2016? No, for the reasons you stated. But it’s possible that it might be ok for ayesho56.
