My iPhone doesn't work after install IOS 16.3.1 the ok after install doesn't nothing

After install of IOS 16.3.1 screen shows SOFTWARE UPDATE Your iPhone has been updated to IOS 16.3.1 then there's an OK at bottom of that, Phone doesn't do anything there after. Press Ok and phone clicks as if pressed but stays on that screen, I can see operation of phone such as incoming messages and phone call but I can't answer or anything. It's just stuck on that screen.
