Since you've narrowed it down to the Tidal app, let's look at that further. We'd recommend making sure there are no app-specific updates for Tidal.

If there is an update, install it, restart your iPhone, then test the volume with your AirPods Pro again. If there isn't an update, the other way to further narrow down the underlying cause would be to test Tidal on your iPhone with a different Bluetooth audio accessory. If the volume spiking continues, it would seem to be something with the Tidal app.

Which device is paired with your AirPods and which software version is that device running? If you use a different device, are you able to replicate this behavior with the volume spiking?
