WAS RECOMENTED TO STAY IS SIERRA.

WOULD IT BE SAFE TO UPDATE TO HIGH SIERRA 10.13,6

Yes, it's safe.

I would recommend that you upgrade the OS to the newest version that Mac can run.

A late 2009 thru mid 2011 iMac can be upgraded to High Sierra 10.13.6 but no later version. See: How to download macOS - Apple Support
