A disabled account typically happens for payment or security issues.

You didn’t specify which message, so here are the available options:

—Option 1–

When "If your Apple ID is locked or disabled" message appears, then there is an issue with your password authentication.

—Option 2—

When "your account has been disabled in the App Store and iTunes," there is an issue with the payment method.

In this case, I recommend contacting Apple Support for help from an Apple advisor.

Hello,

I do a bit more than "recommend" ( ;-) ) and instead say you must contact Apple for help when you see a message saying "You cannot login because your account has been locked". This is not something you can fix yourself. Apple provides a contact link for this specific issue. Tap or click here --> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362

If your account specifically says it has been disabled for security reasons, the solution is to reset your password as outlined in this document: If you forgot your Apple ID password - Apple Support

If you are unsuccessful you may need to request account recovery as outlined in this document How to use account recovery when you can’t reset your Apple ID password - Apple Support , or additional assistance from Apple Security: Contact Apple for help with Apple ID account security - Apple Support
