Billing issue?

My phone has been doing this thing where I can't redownload any apps i had before. Everytime i press to reinstall an app, it asks for my AppleID to view my billing information. I can never get any further than the editing part. I have a valid card attached to my AppleID and yet i still can't ever download anything. My phone has been doing this since September of 2022. I make sure that the apps i want were installed with my current AppleID and everything. I have enough storage for apps and all. For some reason i just can't reinstall apps but i can install new apps i've never had before? This is ridiculous and annoying

You mentioned that this started last September. Did you make any changes to or create and start using a new Apple ID around that time? We ask to see if past purchases from a different Apple ID are linked to your iPhone.
