"Rules" in Mail program not working after last "Ventura (13.2.1)" update.
What I've done:
1- I removed the Gmail account and set it up again. Same mistake.
2- I changed the internet connection. Same mistake.
3- I changed DNS. Same mistake.
4- I used VPN. Same mistake.
5- I took the mailboxes offline and ran the rules. Same mistake.
6- I rebooted the Macbook. :) Same mistake.

Well.. I can not translate your screen shot— so I am no help there.
If you have issues with Rules—
Try turning off Mail in iCloud— edit rules, make some changes and then come back to your preferred settings and see if they saved properly; re-enable iCloud Mail and compare your results.
If necessary sign out of iCloud and back in again.
