Error message is “This video is in a format that can’t be streamed to this TV.”
The mp4 is video downloaded from a training website and synced to iPad Pro M2 using iTunes. It plays fine directly on the iPad but mirroring won’t work.
All hardware and software are the latest available as of 2023-02-23.
Samsung QD-OLED TV QN65S95BAFXZA has AirPlay built-in.

MP4 has no DRM/media protection.
Other videos with or without DRM airplay fine from AppleTV app.
I can airplay the MP4 when streaming it from a NAS box using other apps so its not the format. Does AppleTV support streaming or must it be stored locally on the iPad?

AirPlay will work with both streamed or downloaded content.
To troubleshoot possible communication issues with AirPlay, test after restarting your network devices, and after forgetting the Wi-Fi network from your TV and iPad. To forget the network on your iPad, tap Settings > Wi-Fi, tap the "i" next to the network name, and tap Forget This Network.
If the issue continues and is isolated to the single MP4 file, then reach out to the content provider for additional assistance with the file.
