An iPad previously signed-in to iCloud, if set aside for over three months, may require reactivation before it can be used. While requiring reactivation, any existing locally stored data will not have been erased.
If you are experiencing difficulties with (re)activation of your iPad, you may have more success if you connect your iPad to a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to activate using iTunes.
A restart of your WiFi Router and/or a change of DNS settings may also be helpful.
To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad:
For recommended DNS servers (as configured at your home router), you might choose one of the following Recursive DNS Providers (IPv4 and IPv6 addresses included below):

If it’s not activated, there are no pictures on it to retrieve…
Thank you.
Indeed, I had recorded videos and took pictures of my family, 6 years ago.
So, are you telling me that all those files were deleted?
Do you know how could it has happened?
Thank you again.
If the battery was allowed to run completely flat and sat that way for years, it’s entirely possible that the contents of the local storage have been completely lost.
