Can I reset an old Apple Series 3 Watch I just found and forgot the password too? It isn’t on my phone anymore. My phone is connected to my new one.

If the Apple Watch is associated with someone else's Apple ID, then you would need that person to unregister the Apple Watch following these directions
If you cannot locate the Apple ID owner, then the Apple Watch is useless to you and best you turn it into the local lost and found or the police as a lost item.

Incidentally reading between the lines, if it was the passcode to get into the watch rather than the Apple ID password, then you could have gone here

Sign into https://icloud.com/find and erase it then remove it from your account.
Will it erase the actual Apple Watch itself? Like it’ll be pairable to a new phone?
It was mine lol! It was my old one that I had lost a couple years ago. But I ended up remembering the password and got into it!! Thank you though!!
