I git A replacement iPad today. After restoring from the iCloud, I noticed the passwords didn’t restore. I think i unchecked keychain, because I didnt know what it was. Is there anything I can do to restore these passwords now?

If you keychain wasn't enabled previously then the passwords would not have been synced.
You can set it up now using these steps so that way your passwords sync:
"How to turn on iCloud Keychain
Before you turn on iCloud Keychain, update your device to the latest iOS or iPadOS, or the latest version of macOS, and turn on two-factor authentication for your Apple ID.
When you update your device, the setup assistant asks you to set up iCloud Keychain. If you want to set up iCloud Keychain at another time, follow these steps.
Turn on iCloud Keychain on your iPhone, iPad, or iPod touch
