To do this, you can purchase items with the remaining funds. Or if the balance is less than the cost of a single item, you may need to reach out to Apple Support. Check out Change your Apple ID country or region.

If you DO need to contact Apple, you can reach out from Get Support or using the direct phone number for your region from Contact Apple for support and service.
