Make sure your Apple Watch and paired iPhone are running the latest OS. Then make sure you’ve turned on location services for the Weather app on both your Watch and iPhone. The more recent versions of watchOS let you add cities and locations via the Watch rather than having to use your phone, but try both methods if you find it isn’t working. If you’ve tried everything and it just isn’t functioning correctly, restart both your Apple Watch and iPhone and, if necessary, Unpair and erase your Apple Watch and then re-pair and Set up your Watch again. Make sure to do a backup before you first unpair the Watch - backing up your up your iPhone will also back up your Watch.

Hope this helps!
