i need to sign in to restore my apps but I can’t because of the two factor authentication code is being sent to a phone number I don’t remember I ever had, I know my email and the password and I have some apps that I installed with this account

Ok, this one’s tricky.
Without any “trusted devices” on your old 2FA protected account … I believe your only alternative is “Account Recovery” …

Indeed … but - admittedly subjectively - it didn’t sound like the OP was going thru the extra steps necessary to request that a code be sent to one of his “Trusted Numbers”
It might also be that he’s still using 2SV which DOES go to a phone number (and which CAN be turned “off”)
No I don’t, it’s an old account, all my devices are connected to a new account, I just have three important apps I don’t want to loose my data on them

Do you not have any Apple “Trusted Devices” ???
A phone number can be designated as "trusted".
