Battery not charging is it dead ?

I have macbook pro 2019 4 thunderbolt with touch bar.

after a long time i try to use it but battery is not charging.

i tried smc reset but after following smc reset instruction, it won't boot up unless i unplug power and plug it back. but still not charging.

i want to make sure battery replacement is solution.

can anyone suggest me ? thankyou
