You can't do that with CarPlay. You might be able to do that with a wired or wireless connection into specific models of Infotainment systems. Check with the infotainment system product features, or check with the support for the infotainment system. If this is the built-in system, check your owner's manual, and check with the dealer.

More generally… That depends.

That depends greatly on where you are located in the world as vehicle regulations can and do differ, and on which infotainment system you have and its particular features, on whether you are asking about displays visible to the driver and occupants of the front seats or about rear screens and rear passengers, and probably some other details.

Some vehicles will have front-seat video input features when parked.

Those vehicles with rear screens can usually view moving content.

Drivers typically cannot view moving content while operating the vehicle.

As for Apple CarPlay specifically, that does not include a video playback app. Which would mean using a cable or potentially AirPlay, depending on the features of the infotainment system in use.

And some infotainment systems can display HDCP content commonly used and other systems cannot and thus limiting the viewing options. ‘HDMI connections and AirPlay connections can permit HDCP, some other and analog connections do not.

Start by reviewing the owner’s manual or related documentation for your infotainment system, or discussing this with representatives of the seller and/or manufacturer.
