It used to have to be HFS+ but APFS might also work.

While many Mac users use Photoshop, you are more likely to find someone with the answer in the Adobe forum.
It should not be any different from the Intel Mac. Granted there has been some issues with external drives in general that need their own source of power. Most M1 laptops support pass through power on a USB hub to manage external drives.

And may give more power to the drive than the built-in USB-C ports on the Mac.
