Can't open downloaded files

2021 !6" MBP w/ M1 max; 12.6.3 (21G419). Suddenly, all files (eg. "iPhone_14_Pro_PER_Sept2022.pdf" downloaded from apple) won't open, with message “iPhone_14_Pro_PER_Sept2022.pdf” is damaged and can’t be opened. You should move it to the Trash.

Have tried removing com.apple.systempreferences.plist and restarting; same problem. Problem with .ics files as well.

Are you using any optimizer like Advanced Mac Cleaner or MacKeeper. Both these utilities damage the Launchservices files which help the Finder to open files.

Remove any optimization utility with Reggie Answorth's AppDelete.

Then fix opening the documents with click once, select Get info from the file menu and change the Open With properties for the various documents.
