I could have sworn that Safari kept bookmarks and favorites organized by the date they were added, i.e. newest at the bottom. Either that's no longer the case or I need holy water for my devices. Can someone clarify? Thanks!

While bookmarks should be added chronologically, they can only be sorted by name or address. This resource has more details, for reference: Sort, alphabetize, or rearrange bookmarks in Safari on Mac - Apple Support
So if your bookmarks are no longer appearing in the expected order, you'll need to manually rearrange them, or use one of the two available sorting options.
