why do I have wait one hr to reset my passcode

This is the way that Apple has designed things and you cannot change it.

You won't be waiting an hour to reset the passcode, you will be waiting an hour to enter the correct passcode.

If you enter the wrong passcode multiple times, you will have to wait much longer for the next attempt. After multiple failed attempts, you will see an Unavailable or Security Lockout message on the screen.

If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support
