The Apple USB adapter requires iPhone 5 or newer:

Per that document, iPhone 4 is too old.

Whether that apparently-third-party USB adapter might work, check with the adapter vendor.

Getting USB to Work:

I think drivers are what you are referring to. So, yes, you need drivers to get USB to work.
