Screentime Can't check all activity.

Whenever I press check all activity it just goes blank and says “As you use her phone screentime will be reported here” I've had screentime enabled for months and it just doesn't log anything. I can see my daily average but the moment I click see all activity I get nothing. I've tried disabling and enabling screentime, and even factory resetting. Nothing works.
