My settings won’t let me in to change or add a card number
Billing/payment method won’t work keep circling and circling. I can’t add a credit card

Try closing the Settings app completely and restarting your iPhone.
You can also try to access your payment information here:
Settings → Apple ID → Media & Purchases → View Account → Manage Payment Methods
