AFAIR there's no menu (or shortcut) bar in iPad's Safari. To use shortcut bar you may need to look for another browser which supports it (i.e. iCab or Atomic).

Is the menu bar available within Safari through the IPAD?
If by "menu bar" you mean the "bookmarks bar" then iPad supports the Bookmarks bar to which link items and menus of link items can be added.
This feature can be turned on/off via the Settings > Safari > "Always show Bookmark Bar" item.IPad 64GB, iPhone OS 3.1.3
I seem to recall seeing the ability to turn on the bookmarks bar in iPad Safari located in the Settings for Safari. I don't have my iPad with me, but I think I saw this just the other day.iMac - 24inch, Mac OS X (10.6.4), 2.93 GHz Radeon 4850
