There are a multitude of 3rd Party QR Scanners on the Apple App Store. Select the one you like and go from there.
You might be able to do it with a third-party QR code reader. I believe there as some that will read from a photo. You'd just need to take a screenshot and save it to photos if you can find one that does that.
I’m right there with the OP except there’s a scenario where none of the replies work. If you’re attempting to set up a Passkey for a site, a QR code is generated is a small window to be scanned as part of the Passkey setup. If you try to take a screenshot of it, it disappears and sends you back to screen that had “Sign in with a Passkey”. So, you can’t screenshot it nor print it. The only way I can figure out how to scan it is with a second Apple device, which is much less than optimal. Not everyone has that luxury. There’s also no digital code you can use in place of it such as is sometimes offered if you’re trying to set up 2FA functionality. This whole business with the QR codes absolutely is ridiculous!
