If the issue persists, can you provide a few more details? When did you first notice this? Are you Abel to test with another network? Also, which device and OS are you currently using?

See if the steps in this article helps: If you can't connect to the App Store, iTunes Store, or other Apple services - Apple Support
If it doesn’t, are you able to sign into the Apple TV app on any other devices? Is your device connected to a reliable Wi-Fi network with good signal strength?
Which device do you have and which software version is it running?

Apple TV app works on all of my other devices (iPhone, iPad, other TVs). I am trying to run it on the current version of Firestick (got it a month ago). It’s the only device that won’t let me log in with my Apple ID. I have recently changed my password in hopes of fixing this.
I have tried all of these things. I don’t get a QR code come up on my screen. I spent 2 hours with tech last night with no resolution.
I have. They have no answers either. Frustrating.
