Hey peanutbutterlover29,

Welcome to Apple Support Communities. Start with having your mother follow the steps below to ensure Require Purchase Approval is Off.

On your iPhone, iPad, or iPod touch

1. Open the Settings app.
2. Tap your name.
3. Tap Family Sharing.
4. Tap your family member's name, then tap Ask to Buy. In iOS 15 or earlier, tap Ask to Buy then tap your family member's name.
5. Turn on or off Require Purchase Approval.

If she's using a Mac, she can access to steps to turn off purchase approval in this article: Approve what kids buy with Ask to Buy. The Mac steps are available in the section labeled "How to turn on or turn off Ask to Buy.

If you still experience the issue, make sure all the devices included in Family Sharing is up-to-date. Updates not only include new features and security updates, they also include fixes. To check for an update on your iPhone, or iPad , follow the steps below or in this article: Update your iPhone or iPad.

1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.

If you're using a Mac, check for an update by following the steps in this article: Update macOS on Mac.

After updating all devices, attempt to download an app to confirm the issue is resolved.

Take care.
