Hello FiveOnIt,

Thank you for reaching out to Apple Support Communities.

It appears you may have Optimize Mac Storage enabled. This can explain how it works:

Optimize storage in Photos on Mac
If you use iCloud Photos, you can turn on Optimize Mac Storage to conserve storage space on your Mac. This option stores smaller versions of your photos on your Mac when storage space is limited, and keeps the original, full-size photos in iCloud.

More details can be found here: Optimize storage in Photos on Mac

If you are still experiencing issues, can you provide a few more details? Which macOS version do you have installed? Are you experiencing issues accessing your photos?

Cheers
